Workshop 3 Greenhouse Gas

At the workshop on February 9, 2009, a question was asked about why 1990 was always used as a baseline for comparison of greenhouse gas emissions. The year 1990 was the year used as the baseline in the Kyoto Protocol of 1997. The countries that ratified the protocol (virtually all countries in the world except the U.S.) committed to assigned amounts of greenhouse gas emissions, based on 1990 emissions. 1  out of 1 found this valuable. Do you?
